Minutes from Mountain View 8th Annual General Meeting

Date: January 26, 2008    Time: 10am to 12 noon
Location: Grays Park Community House, 4850 St. Catherines, 24 Present    

Mike Klassen introduced himself as the MV Chair and Jackie Larson as the Secretary and called the meeting to order at 10:10am. He asked if there were any additional agenda items and thanked Kensington Community Center for the use of the meeting space.

MINUTES: Motion: to accept the Jan. 20 '07 AGM minutes as circulated. Sharole Tyler/Lilli Wong - Carried.

TREASURER'S REPORT: In Bryan King's absence Jackie presented his report. $329.87 in expenses and $1300.00 in revenue for a balance on hand of $5429.98. There is also a community bench looking for a location.

Motion: to accept the Treasurer's report. Jackie Larson/Alain Franchi - Carried.

Introduction of participants and Brent Toderian COV Director of Planning invited to speak on EcoDensity.  Mike gave a brief description of the start of MV in 2000 and how the community residents have improved the neighbourhood and that it's an ongoing process.

ECODENSITY: On behalf of a committee, Sharole presented Brent with a list of 11 questions and asked him to answer the first three and that he could get back to us on the balance. He stated that there needs to be clarity with informed discussion and input; there's been misinformation and his job is not to convince or defend any initiative as he's not a politician, he's a City Planner, appointed, not elected, and it's his job to be honest.

Q. What research/studies/successful examples/evidence has the City procured which indicates that raising density and putting a few sustainable elements into an area will make a difference?
A. If approved Vancouver will become the highest Eco-friendly City in N.A. A committee of scientific consultants made a presentation at the June forum.
There was a community-by-community process over 10 years (City Plan.) If Council endorses this it's a promise as to how the City should be moving. Where the Charter and policy can be compatible the Charter suggests we want to go toward EcoDensity but policy wins if there's a grey area. Eg: Height - where there is a conflict - community vision wins.
Process - why are we going so fast? City Plan is a detailed plan to specific future of the City/Community.

Re-Zoning - can be either neighbourhood-by-neighbourhood consultation or the City Council decides, for instance, to approve secondary suites City wide.

Q. Housing Working Group - will the City be going back to the people who sat on that committee?
A. Brent admitted that they hadn't thought about engaging those people although it's an interesting question.

Q. How is EcoDensity planning for transportation?
A. Within the context of the building code we can do a lot; there will be new COV Building codes within the next four years - energy performance-greening code.
As you increase density it allows for greater greening code technology. The Eastside already has more ecodensity than the Westside.

Q. Community visions; what might we see happen in our community; transportation, etc?
A. There will be principles that relate to all communities, can't speak to specific communities. A vast majority of improvements have come through community development. If you have very little development you will receive less improvements than another community that's developing at a higher rate.
Alain: It's a global issue. Brent: Think globally - act locally.

Q. Will the City enforce the ECO part of the density by making developers put in grey water recycling, recycled material, etc? Will there be minimum eco standards across the board without giving concessions like greater floor ratio?
A. Vancouver has the most stringent requirements in N.A. Greening is not a bonus, it's a requirement.
Anne Roberts: they're finally getting a proper library at 25th & Knight, day care, transit, senior's & affordable housing and other amenities need to be addressed and should be tied into development.
Brent: They've come to the end of the first process and he has to deliver this to Council on Feb. 26th. His roll today is to get feedback, answer any questions and additional processes. His advice to Council will be to not make a decision on the 26th as he feels they need to make subsequent recommendations. He suggests that interested parties register on the delegation list if they want to speak on the 26th.

Q. Tom: How will the development of the 29th Market/Prince Albert Plaza between Fraser & Prince Albert & 29th & 30th affect MV and our neighbourhood?
A. Mike - there will be 4 stories on Fraser and row houses on Pr. Albert.
Brent: he wasn't asked by Council to ask if the City should grow, if there is no growth prices will go through the roof.

Lilli - there was $250,000.00 donated by the Knight & Kingsway developer to go towards day care as close as possible to the amenity. It went to the Mount Pleasant Day Care.

Brent: see Action Item #6 re: City owned land - building amenities and re-use.

Some of the 11 questions he can't answer; you have to judge for yourself. Brent left at 11:40 with our thanks for attending.

Tom Little presented an award to Lilli Wong from the Government of Canada for outstanding service to Mountain View. Congratulations Lilli.

MURAL PROJECT - Lilli has targeted a few buildings - Sun Lock Gardens at 27th, Beef Jerky at 26th, & Manille BBQ at 28th and Kona at 33rd. Anne indicated this was a City owned building.  Last year's civic strike has slowed down the process; we can't solicit for an artist until we have owner approval and that's proving difficult. In speaking with the Anti-Graffiti Unit the City program will pay for supplies but we would have to pay the artist. Jeannie Kamins has shown interest. Artist's are expensive; some are charging $3500 to $7000.

Lynda Jane: What about a contest with the local high school? Art work will have to be presented and be approved by a MV Committee. Once the mural is completed the City will manage any graffiti.

BANNERS: Sharole reported that the banners will have been up a year this year and they need to be replaced in 2009; Possibility of getting a set of 2010 banners. There is $1200.00 leftover from the 2007 banner project and we hope it can be used towards the mural project but if not towards the 2009 banners

FOOT PATROL: Mike reported anyone interested involved with the foot patrols would have to take a 1-2 hour training course offered by the SVCPD at 41st & Victoria. FP reports criminal activity, abandoned cars, etc. Anyone interested in bike patrols should contact SVCP.

8th ANNUAL OLD COUNTRY LANE BBQ: scheduled for Saturday, August 23, 4-7pm. Need volunteers to organize. Suggestion to move it out to either end of the lane that butts 27th & 28th so more people will be aware that it's happening. What about more spontaneous BBQ's called with a 4-7 days notice?

Keep Vancouver Spectacular Clean-Up: Saturday, May 24, 9-Noon, neighbourhood clean-up plus clean-up the garden beds on Fraser Street. Need someone to be a project leader and volunteers.

NEW BUSINESS
: Mike would like to see other avenues of promoting MV; internet, Facebook, email.

He reported that the VPD is threatening to close the Anti-Graffiti Unit.

Lilli - McBride Elementary students may be available for graffiti removal.

Sharole - the street curbing at 28th between Fraser & Pr. Albert needs volunteers to do maintenance. Also, to remove staples from the three bulletin boards (29th Market, Ruth Morton Church & Grays Park) and to date notices and remove old ones.

Lilli - the deadline for submissions to the March edition of the KCC Newspaper is January 31st to www.cedarcottage.org. The small grants deadline is April 30.

Anne - KCC City Plan meeting is February 7th, 7pm at Kensington Community Center.
