Minutes from Annual General Meeting, Jan. 20th

38 present at Ruth Morton Annex including guests COV Councillor, Suzanne Anton, COV Planning Analyst Visions Implementation, Kirsten Baillie and COV Sr. Planner City Plans, Michael White.

The meeting was called to order by Chair, Michael Klassen, at 10:10. He introduced the guests and thanked Nike, Michelle, Tom and Jackie for their combined effort in organizing the meeting. The attendees introduced themselves.

Kirsten Baillie spoke of the community visions program that started in 1998. It is expected to be a 10-20 year plan. Simple example: improve or ensure pedestrian cutouts in sidewalks are limited. Suzanne Anton would like to see the focus of community planning shifted to look from an environmental and sustainability point of view. Density is a good thing, affordability, livability. We’ll need to increase the supply of housing by (these are new ideas for consideration only) mandating that every new house would have to have a suite; turn garages into coach houses, reconsideration of underground parking, fee simple row houses (smaller lots in sub-divsions), RS5 single family dwellings; a negative that older 3-story homes are being torn down. clranton@vancouver.ca

Michael White, there are 19 single family areas of Vancouver have a vision plan. Knight and Kingsway is the first high density housing plan. Fraser Street’s plan for a neighbourhood center will be in about 5 years (middle of the list.) He suggested we need to engage with the businesses and get them involved in a business improvement association. Sharole pointed out that the City is not enforcing even the basic bylaws to do with businesses/garbage, etc. Theresa McAuley suggested that we have more frequent interaction with the sanitation department.

How will density allow for improvement? It’s an 18 month city wide process with residents/business meetings. Ecodensity: public consultation at the end of February, beginning of March. Intent: Share short and long term ideas with architects, developers and planners. Workshops will be in the spring ready for June presentation. Need to develop a measurement tool. Michael will make sure that Michael K. gets the most up-to-date information.

Community needs to make a wish list. By the time they get around to Fraser Street there will be a menu of options. He suggests that we elect a representative to speak on our behalf at meetings. There’s also a need for an interactive website for those people too busy to attend meetings.

Ecodensity is ok but we have to have greenways and shopping areas to sustain. Note: the business at 41st & Victoria (the old Safeway site) is called a neighbourhood center. Residents need to attend the ongoing meetings to make sure Fraser doesn’t have a center like that one. Michael.white@vancouver.ca

Lilli Wong invited articles for the KCC Neighbour newspaper by January 31st deadline to ccnh@telus.net

Knight & Kingsway: Kirsten brought to our attention that the developer is applying for a 17th floor with the promise that he will contribute $250,000.00 towards the Windsor Street gardens and a child care endowment fund within the KCC boundaries; will be discussed at a public hearing.

Tom L. presented Govt. of Canada Certificates of Appreciation for community volunteers to: Alain F., Jeannie K., Bryan&Janet K., Michael K., Jackie L., Moya S., & Sharole T.

Motion: Sharole/Nike “To accept the January 28 ’06 AGM minutes.” Carried.

Treasurer’s Report: Jackie reported on behalf of Bryan K. either $3879.00 or $4347.00 (to be clarified) with at least $1700.00 in/out for banners.

Motion: Jackie/Sharole “To accept the treasurer’s report.” Carried.

Banners: Sharole thanked Stacey, Lilli, Tom & Jackie for attending the organizational meetings and reported that Big Bold Beautiful Banners have been very supportive of our group giving us price breaks. Yasmine came up with the design and a sample banner was shown. We have enough money for 10 more armatures and the banners will go from 25th to 31st. Mike reported that he is approaching Esso (at King Edward) for a $1500.00 donation. If this comes through we will attempt to take the banners to 24th. Thanks to Lilli for organizing two workshops with the children at Mc Bride Annex and Elementary schools. Helping her were Jackie and Tom. There will be one more workshop to complete the 16 banners; to be held in February at either Kensington CC or Gray’s Park Community House. The banners have a 2-3 year life time. Thanks to Sharole for her commitment to this project.

SVCPC – Kam thanked the foot patrol volunteers. Auto theft and residential break and enter is going down. Call 911 to report a crime in progress otherwise call the non-emergency # 604-717-3321 (this is where there is no suspect) rather than call the office so that it will be officially recorded.

Lionel reported that we have two foot patrols so that we can spread out more and do multi-nights. We need more like-minded community oriented people. Anyone interested in foot, pooch or bike patrol call the office to find out when the next (1 ½ hour) training course is scheduled.

Gray’s Park: older teens, early 20’s males hanging out at Gray’s Park and behind McBride Annex and by the time police are called and come they’ve left.

KVS - Keep Vancouver Spectacular: Jeannie has volunteered to be the liaison between our group and the City Sanitation. We will meet on Prince Albert by Ruth Morton Church on Saturday May 26th from 9-12. Volunteers are needed to provide pick up trucks to go around the neighbourhood, direct traffic plus groups to go out to pick up Fraser from 25th to 31st and the lane East and West of Fraser plus the side streets. Suggestion: call Our Community Bikes on Main street in advance and ask them to pick up the bikes as they repair bikes.

MV’s 7th Anniversary BBQ – held in the old country lane, 700 block between 27th & 28th Avenues. Date: Saturday, August 25th, 4-7PM. We need an organizer who will apply for the small grant and delegate jobs for the day. DJ Mac will meet with Jackie (last year’s organizer) to go over the responsibility and let us know if she will be willing to take on this task.

New Business

Tom reported on a Task Force on the movie industry survey. Tom will send a letter of support as the response was the movie shoot on Prince Albert was done respectfully.

Mike reported that the Mountain View Cemetery has developed a new area for cremated remains.

Community Development Coastal Health – Lianne Carley offered to help where she can. If you contact her at lianne.carley@vch.ca with your idea she will let you know if she can help and if not will put you on to a person who can or pass along your request.

LMNHS – Sotos Petrides was representing the Little Mountain Neighbourhood House Society with an update regarding the new building site at 23rd & Main and that they still have to raise $2.5M dollars by the end of April. We were all invited to a Community Leaders’ Dinner on Friday, March 9th, 6:30-9PM at 3888 Main Street. Tickets are $50.00. For more information go to www.lmnhs.bc.ca
